The neutral may or may not be accessible or distributed. Except in specific cases (e.g. networks in North America and Australia), the neutral is not distributed at medium voltage. However, the neutral is very often distributed at low voltage.
In a medium or low voltage installation, the neutral may or may not be earthed. This is why we talk about the earthing system.
The neutral may be directly connected to earth or connected through a resistor or a reactor. In the first case, we say that the neutral is directly earthed and in the second case we say that it is impedance-earthed.

TRung tính có thể có hoặc không được kết nối và phân phối. Ngoại trừ một số trường hợp đặc biệt (lưới điện của bắc mỹ hay Úc). Trung tính không được phân phối ở lưới trung thế. Tuy nhiên trung tính rất thường được phân phối ở lưới hạ thế.
Trong lưới trung thế hà hạ thế trung tính có thể nối đất hay không. Đây là lý do tại sao chúng ta bàn về cái hệ thống nối đất.
TRung tính có thể nối trực tiếp với đất hay được nối thông qua một điện trở hay reactor. Trường hợp đầu tiên chúng ta gọi là nối đất trực tiếp. trong trường hợp thứ 2 chúng ta gọi là nối đất trở kháng.

Cái này đọc qua thì thấy là báo cáo nghiên cứu chuyên ngành, bậc đại học chắc cũng chưa đụng tới nên mình nghĩ bạn học cao hơn, không hiểu ở đây kiến thức được dạy của bạn không đủ để hiểu hay bạn không đủ khả năng tiếng anh ? (tức nếu đây là bài dịch tốt sang tiếng việt thì bạn có thể đọc và hiểu hết ấy)
Dù sao thì đây là một bài dài, chắc không ai ở webdien dịch không cho bạn đâu. Mình dịch được nhưng có thù lao.
Bạn có thể ra dịch vụ để người ta dịch cho, khoảng 80k/trang trở lên cho tài liệu dạng này.

Nhiều trung tâm dữ liệu vẫn cho rằng ở một mức độ nào đó thì hệ thống dự phòng vẫn cần thiết để tránh việc tạm dừng hoạt động khi phải thực hiện các hoạt động bảo trì, hoặc sự cố đột xuất. Vậy nên chúng tôi so sánh giữa thiết kế dự phòng 2N truyền thống với với dự phòng 2N OCP (over current protection - bảo vệ quá dòng, mình đoán thế) thì thấy tiết kiệm được 25% (không thấy nói rõ, chắc là công suất). Đấy là (công suất thực) tiết kiệm được, nhưng hơn phân nửa trong đó (14%) là do đơn giản hóa cấu trúc hệ thống.

Retricted ground fault protetion is often applied to transformers having impedance grounded wye. it is intended to provide sensitive ground fault detection for low magnitude fault currents which would not be deteced by the percent differential element.
An iternal ground fault on an impedance grounded wye winding ( see second figure above) producces a fault current dependent on the value of the ground impedance and the position of the fault on the winding with respect to the neutral piont
